"It hurts" when the humanitarian response to a man-made crisis is insufficient to meet the needs of vulnerable people, says the UN relief chief in a wide-ranging interview ahead of leaving his post at the end of August.

Humanitarian Coordinator Stephen O'Brien said there was a "widening gap" between the level of need and available resources to deal with it; often due to complex and protracted conflicts in places such as Syria and Yemen.

He said he had seen it as his duty to "speak truth to power" in briefing the Security Council on the facts on the ground, and said that with enough "political will", solutions could be found to every humanitarian crisis.

Matt Wells asked Mr O'Brien, who has visited dozens of countries in his two years on the job, to recall his most memorable encounter.
