SANAA, India's ruling Bharatiya Janata Party (BJP) plans to repeal an old law granting special rights to residents of Jammu and Kashmir.

"We believe that Law 35A is an obstacle to the development efforts of the state," Bharatiya's election program said Monday. The law prohibits anyone who does not reside in the state from buying any property in it.

Political leaders in Muslim-majority Kashmir warned that repealing the law would trigger widespread tensions.
