Parliament approves Defense & Security Committee report, commits government to number of recommendations

The House of Representatives, in its session on Sunday, chaired by Speaker Yahya Ali Al-Ra’i, approved the report of the Defense and Security Committee regarding the failure of the Ministry of Finance to implement the Cabinet’s decision to supply one percent of the budgets of independent and attached units, special funds and economic units for the benefit of the Civil Defense Authority.

This came after the commitment of the government side, represented by the Deputy Minister of Interior, Major General Abdul Majeed Al-Murtada, and the Undersecretary of the Ministry of Finance, Fuad Al-Kumaim, in the presence of the head of the Civil Defense Authority, Abdel-Fattah Abdel-Karim Al-Madani, to implement the following recommendations:

1- The request of the Minister of Finance for his question about the reasons for not responding to the committee’s request to provide it with written replies that include the difficulties that prevent the implementation of Cabinet Resolution No. (6) of 2019, referred to above, and the justifications for non-implementation pursuant to the provisions of Articles (54 and 74) of the Council’s bylaws.

2- The government must take the necessary measures to implement Cabinet Resolution No. (6) of 2019 AD in accordance with the Constitution and the laws in force.

3- The government allocates an adequate annual budget for the Civil Defense Authority within the state’s general budget, even at a minimum, to meet its needs starting from the next fiscal year 1445 AH, in accordance with the provisions of Article (14/a) of the Civil Defense Law.

4- The government shall pay the salaries of civil defense workers monthly in appreciation of the efforts they make in serving the nation.

5- Supporting the Civil Defense Authority with advanced capabilities and capabilities, and encouraging its employees in a way that contributes to the development of services provided by the Authority to protect society from multiple risks.

The members of the House of Representatives stressed, in the context of their discussions, the importance of uniting efforts to improve the performance of the Civil Defense Authority and provide the necessary support and funds to meet its needs, given its vital role in facing disasters and providing civil defense services.

In the session, the House of Representatives heard from the Minister of State for Parliamentary and Shura Council Affairs, Dr. Ali Abdullah Abu Haliqa, the message of the President of the National Salvation Government, Dr. Abdulaziz bin Habtoor, attached to it, the draft law banning usurious transactions issued by Cabinet Resolution No. 2, in which some observations were absorbed.

The House of Representatives called for completing the necessary legal procedures.

In addition, the House of Representatives completed its review of the report of the Development, Oil and Mineral Resources Committee regarding the level of implementation of the Gas Development Agreement, Amendment No. (1) and the upstream facilities and services agreements, and the level of government implementation of the recommendations approved by the House of Representatives regarding those agreements.

The council deferred its discussion of the report to a next session.

In the session, Deputy Chairman of the Council, Abdul Rahman Al-Jumaie, stressed the importance of activating the role of the Council’s permanent committees within the framework of the tasks entrusted with strengthening their work in following up the extent of the government’s commitment to implementing the recommendations of the Council, each committee in its regard.

He pointed to the importance of sensing responsibility in attendance, follow-up, and timely completion of reports and cases referred to him.

The House of Representatives approved assigning the Deputy Speaker of the Council Al-Jumaie to meet with the heads and members of the permanent committees, to rearrange their status, and to inform the House of the results of that.

The Council had started its session by reviewing its previous minutes, approved it, and will continue to hold its business sessions on Monday, God willing.
