Yemen: Rapid Response Mechanism-First Line Response RRM Annual Report, Jan – Dec 2022

KEY HIGHLIGHTS

Yemen has been marred by more eight years of conflict with of millions of Yemeni people suffering from the effects of armed violence, ongoing economic crisis and disrupted public services, compounded by natural disasters linked to climate change.

A six month long UN-mediated truce that came into effect in April 2022 saw a reduction in fighting with a resulting 18 per cent decrease in displacement in 2022. However, natural disasters such as severe seasonal flooding and drought disrupted livelihoods and the provision of lifesaving services, uprooting families from their homes and exacerbating existing vulnerabilities; leading to 34 per cent increase in displacement as a result.

In 2022, the UN Rapid Response Mechanism (RRM) led by UNFPA enrolled and assisted newly displaced families in 21 governorates (232 districts), reaching 63,876 households (447,132 individuals). Among those newly displaced, 62 per cent (275,814 individuals) were displaced due to conflict, while 38 per cent (170,450 individuals) were displaced by torrential rains and flooding.

The RRM in-kind response time remains up to a maximum of 72 hours, with an average of six days between enrollment of a family and receipt of assistance. The RRM achieved 76% targets out of the 588,753 Cluster HRP targets for 2022.

During the course of year, the RRM cluster revamped its data gathering tools to acquire additional information related to the sectoral needs of displaced households, which would allow for improved case referrals and specific sectoral responses.

Since February 2022, the RRM cluster covers information gathering relevant to WASH, protection, and education sectors; connecting cases to several key partners in these sectors using weekly updated datasets. In the coming year, the RRM cluster aims to improve its referral processes by improving data security and ensuring increased accuracy in tracking of case referrals.
