Sana'a: The Ministry of Finance launched on Saturday a training workshop today at the Institute of Financial and Economic Sciences on strategic planning and its stages and procedures as an introduction to implementing the Program and Performance Budgeting (PPB) methodology for the 2027 fiscal year across independent entities, affiliated units, and special funds.
According to Yemen News Agency, the six-day workshop, organized by the Ministry of Finance, included together 150 participants representing 25 independent entities and special funds. Participants are receiving theoretical and practical training on the fundamentals and general concepts of strategic planning, the stages and components of the planning process, and the principles for integrating strategic planning with the Program and Performance Budgeting framework.
Speaking at the opening session, Deputy Minister of Finance Nasser Al-Hamdani outlined the objectives and themes of the workshop, describing it as the first phase in the transition to Program and Performance Budgeting. He emphasized the ministry's commitment to capacity building and professional training as part of efforts to improve institutional performance, particularly in strategic planning for Program and Performance Budgeting, through which objectives are translated into implementation via programs, projects, initiatives, and activities.
Al-Hamdani noted that strategic planning extends beyond financial management to encompass various aspects of public administration, enabling institutions to capitalize on strengths, overcome challenges, and achieve their objectives efficiently. He added that strategic planning within the Program and Performance Budgeting framework strengthens institutional governance and assists independent entities and special funds in developing strategic plans that identify programs and projects in line with approved budgets and established objectives.
The deputy minister stressed that a well-designed strategic plan constitutes the cornerstone for the successful implementation of Program and Performance Budgeting, urging participants to make full use of the workshop so they can effectively apply the methodology during the 2027 fiscal year.
For his part, Yahya Al-Qamari, Undersecretary for Financial Policies and Budgets, said the workshop reflects the ministry's commitment to improving public financial management through a more comprehensive approach aimed at addressing the financial and economic challenges resulting from what he described as the effects of the war and blockade. He noted that traditional budgeting methods are no longer sufficient to meet current development objectives, describing the transition to Program and Performance Budgeting as the most appropriate strategic option.
Al-Qamari also highlighted the ministry's efforts to establish a modern public financial management system based on the principle of "results for expenditure," emphasizing that Program and Performance Budgeting is a key mechanism for improving the efficiency of public spending and ensuring that every amount spent produces measurable and tangible outcomes.
