Sana'a: A meeting chaired by Deputy Minister of Justice and Human Rights Judge Ibrahim Al-Shami approved the executive mechanism for transferring and merging the General Department of Notarization from the Ministry into the Real Estate Registration and Notarization Authority, in line with presidential decisions and directives of the Supreme Committee for Integration and Organizational Structure Reform.
According to Yemen News Agency, the meeting, attended by Authority Chairman Judge Abdulrahman Al-Barghashi, his deputy Judge Mohammed Al-Nuaimi, members of the technical committee, support team, and ministry officials, praised the joint team's efforts and stressed the importance of the reform process. Al-Shami highlighted the sensitivity of the notarization sector and its direct connection to judicial work, noting that successful implementation would represent a significant step toward protecting citizens' rights and improving access to justice.
He urged the joint committees to proceed carefully and follow sound, well-planned institutional procedures to ensure stability, accuracy, and a smooth transfer of responsibilities. The meeting approved several measures to ensure the orderly transfer of notarization duties and staff while maintaining continuity of work and safeguarding citizens' interests. These include preparing offices for transferred employees, completing fingerprinting procedures, and incorporating them into the Authority's attendance system.
It also approved continued payment of monthly salaries by the Ministry until the Authority's operational budget is approved and its financial and independent-revenue procedures are completed. The arrangements further include transferring documents, files, assets, equipment, and archives related to notarization under official inventory records, ensuring their safe and uninterrupted transfer.
Under the approved mechanism, the Real Estate Registration and Notarization Authority will assume full responsibility for notarization functions, alongside necessary technical, administrative, and electronic system adjustments, while ensuring that pending transactions are completed without disruption.
