Sana'a: Dr. Abdulmu'min Shujaa al-Deen, President of the Supreme Judicial Council, has announced a series of decisions aimed at judicial reform, particularly focusing on endowment-related cases in the region.
According to Yemen News Agency, the first decision, Decision No. (118) of 1446 AH, establishes the Primary Endowments Court in the Capital Secretariat. This new court is designated to oversee a wide array of disputes-including criminal, personal, civil, and commercial-pertaining to endowment properties in both Sana'a and the surrounding governorate. The court's jurisdiction will extend to all lawsuits involving the official endowments authority, as well as criminal cases linked to violations outlined in Article 87 bis/2 of the Endowments Law (Law No. 22 of 1992 and its amendments). Until the Primary Endowments Court becomes operational, existing primary courts will continue to handle endowment cases.
Decision No. (119) of 1446 AH introduces the Endowments Chamber at the Appeals Court of the Capital Secretariat. This chamber is tasked with handling appeals of rulings made by the newly formed Primary Endowments Court. Similar to the primary courts, existing appeals chambers will continue managing these cases until the new chamber is fully operational.
Decision No. (120) of 1446 AH involves the appointment of several judges to positions within the new judicial structures. Ismail Ali Ali al-Mushki has been appointed as President of the Endowments Chamber at the Court of Appeals, while Mohammed Muflih Mohammed Muflih and Ahmed Taha Ghanem al-Muqtri will serve as members of the same chamber. Sawsan Mohammed Ali al-Houthi has been appointed President of the Primary Endowments Court.
These decisions come as part of a broader strategy proposed by the Minister of Justice and Human Rights and the President of the Judicial Inspection Authority, aiming to enhance the judicial system's capacity and improve the resolution of endowment-related disputes in Sana'a.
