Sana'a: The Supreme Integration Committee, led by Prime Minister and Committee Chairman Ahmed al-Rahawi, has given its approval to the draft regulatory bylaws for several ministries. These include the Ministries of Transport and Public Works, Foreign Affairs and Expatriates, Agriculture, Fisheries and Water Resources, and Education and Scientific Research.
According to Yemen News Agency, the committee also sanctioned the executive program for implementing subsequent procedures related to organizational and functional integration, structural alignment, and unification of service manuals into a single center. This program encompasses the transfer of databases, assets, and technical equipment to the merged units, along with the transfer of accounts, financial obligations, documents, files, agreements, and state cases to ensure their preservation and follow-up.
The Supreme Committee has instructed the sectoral technical committees to commence these procedures immediately following the Cabinet's approval of the draft bylaws for the merged units. The committee stressed the importance of protecting employees' acquired rights and ensuring there is no loss of personnel, assets, or documents during this transition.
Prime Minister Al-Rahawi commended the efforts of the Supreme Committee members and sectoral committees over recent months, which culminated in the approval of these bylaws. He reiterated their significance in achieving institutional stability for the merged units.
During the meeting, Minister of Civil Service and Administrative Development and Deputy Chairman Dr. Khalid al-Hawali provided a detailed briefing on the preparation stages of the organizational structures and bylaws. This included analyzing the current situation, drafting organizational charts, engaging with concerned ministries, and detailing the tasks and responsibilities of various sectors and departments.
Dr. al-Hawali noted that the process involved preparing tasks for standard technical support departments, conducting final technical reviews, and presenting the outcomes to the Supreme Committee before submission to the Cabinet for ratification.
