Discussion of Arrangements for Commencing Work at Real Estate Registry, Documentation Authority

Sanaa: The Deputy Minister of Justice and Human Rights, Judge Ibrahim Al-Shami, discussed with the Head of the Real Estate Registry and Documentation Authority, Judge Abdulrahman Al-Barghashi, and his Deputy, Judge Mohammed Al-Nu'ami, the arrangements for commencing work at the newly established authority.

According to Yemen News Agency, the meeting, which was attended by the Head of the Technical Office at the Ministry, Judge Khaled Al-Baghdadi, addressed mechanisms for organizing work and unifying procedures among relevant parties. This effort aims to lay the foundational stones for establishing a unified administrative and technical entity responsible for real estate registry and documentation affairs, contributing to organizing the institutional workflow and unifying visions among concerned bodies.

The meeting also included the General Director of Documentation at the Ministry, Ahmed Al-Qabbani; the Head of the Technical Office at the Land Authority, Abdulilah Al-Karraz; his Deputy, Abdulssamad Al-Murtada; and the Director of the Regulation Department at the General Administration of Documentation at the Ministry, Ali Ruba'. The Deputy Minister of Justice described the meeting as part of efforts to establish an organized mechanism that ensures the continued provision of services to citizens, focusing on documentation and real estate registry services. This initiative runs parallel with the steps to establish the authority and complete its administrative, technical, and legal structure.

He highlighted the establishment of the Real Estate Registry and Documentation Authority as a significant step in institutional development, given its direct role in protecting public, private, and endowed property rights, and ensuring organized and accurate documentation of transactions and dealings.

During the meeting, a special study was reviewed concerning the integration and complementarity between the work of real estate registry and documentation, in line with the objectives, competencies, and working system of the authority. This would be under a single institutional framework affiliated with the Ministry of Justice and Human Rights.

The study emphasized the importance of unifying procedures, developing services provided to citizens, protecting property rights and ownership, and enhancing public confidence in documentation and real estate registration services.

Aspects related to organizing the practical relationship between departments were also discussed, aiming to regulate work under a single institutional umbrella, reduce duplication in procedures, and enhance integration between legal, technical, and administrative aspects.

Participants in the meeting stressed the necessity of preparing well-studied executive steps for the establishment phase, according to a gradual plan that considers available capabilities. This plan ensures the continued provision of services to citizens without disruption while working on developing systems and procedures in line with current phase requirements.
