Al hodeidah: The Binyan Development Foundation launched the second phase of the Community Initiatives Support Project yesterday to rehabilitate houses damaged by floods in four districts as part of the Disaster and Flood Damage Recovery Program.
According to Yemen News Agency, the project involves the complete construction of 195 houses for affected families in the districts of Al-Durayhimi, Zabid, Al-Zaydiyah, and Al-Luhayah. It is being implemented in partnership with the local authority, cooperative societies in the targeted districts, and the local community, under the supervision of the Supreme Committee for Emergency and Disaster Response to flood damages.
During the launch ceremony in Al-Durayhimi District, First Deputy Prime Minister, Scholar Mohammed Muftah, emphasized that the project reflects the state's approach to linking relief efforts with development. He noted that this approach represents a strategic path toward sustainable development based on active community participation and government support.
Muftah explained that the Community Initiatives Support Project is part of the direct and generous patronage of the Revolution Leader, Sayyed Abdulmalik Badr al-Din al-Houthi, aligning with government directives to activate local initiatives. He highlighted the Supreme Committee for Emergency and Flood Damage Response's role in guiding these projects to achieve maximum impact and sustainability.
Muftah added that these projects, relying on effective collaboration between state institutions and the community, directly contribute to mitigating the effects of disasters and flood damage while strengthening local resilience against environmental risks.
He noted that the first phase of the project involved emergency interventions during the flood crisis, including the construction of 300 temporary shelter tents and the rehabilitation of 238 partially damaged homes. This paved the way for the second phase, focusing on sustainability and building complete homes for the most affected families.
Muftah praised the pivotal role of the local authority in Al Hodeidah, the Binyan Development Foundation, and the cooperative societies, affirming that this model of integration represents a true pillar for achieving sustainable development and addressing challenges collectively.
Deputy Prime Minister and Minister of Local Administration and Rural Development Mohammed Al-Madani stressed that the project embodies the philosophy of local development based on self-empowerment and enhancing community initiatives. He pointed out the government's eagerness to replicate such successful experiences across other provinces.
Al-Madani explained that the Ministry prioritizes programs representing an advanced model in disaster response, including those providing permanent solutions that go beyond temporary relief.
He noted that harnessing the energies of the local community enhances project efficiency and sustainability, with the community being an active partner in planning and implementation. He commended the role of cooperative societies in building a self-sufficient local model for crisis management and emergency response.
Al-Madani praised the integration of official and community efforts in Al Hodeidah Governorate, applauding the role of the province's leadership and the Binyan Development Foundation in turning challenges into opportunities for community building.
Al Hodeidah Governor Abdullah Atifi expressed gratitude to all parties that contributed to the first phase's success. He commended progress in the second phase, implemented by the Binyan Development Foundation in partnership with the local authority and cooperative societies.
Atifi stated that the project reflects a practical approach toward supporting community initiatives and achieving sustainable development rooted in actual needs. He affirmed that the local authority will continue supporting initiatives that benefit citizens, especially in affected areas requiring urgent rehabilitation.
Engineer Ali Maher, Head of Field Coordination at the Binyan Development Foundation, explained that the second phase's implementation resulted from effective coordination between the foundation, the local authority, cooperative societies, and the Supreme Emergency Committee.
Maher noted that alongside the reconstruction project, a village and housing protection initiative was implemented to safeguard areas at future risk of flooding. He emphasized the foundation's commitment to involving the community in all project phases to ensure maximum impact, sustainability, and solidarity in disaster response.
Muftah, Al-Madani, and Atifi toured several project sites in Al-Durayhimi, inspecting ongoing construction and receiving briefings from field teams on implementation mechanisms and the local community's engagement.
