Mohammed Miftah Launches Training Program to Enhance Public Responsibility

Sana'a: Acting Prime Minister Mohammed Miftah emphasized the importance of continuous training, development, and knowledge acquisition for enhancing capabilities in management and other fields. This came during his launch of the training program for undersecretaries and heads of institutions on "Principles, Values, and Regulations of Public Responsibility," implemented by the Ministry of Civil Service and Administrative Development, represented by the National Institute of Administrative Sciences, from 26 Muharram to 6 Safar 1448 AH (July 11-20, 2026).

According to Yemen News Agency, Mohammed Miftah pointed to the importance of subjecting training programs to continuous evaluation to improve them, enhance the development process, and ensure their practical impact on improving performance and raising the level of capabilities. He explained that continuous training should include all senior government leaders and officials at various levels.

He said, "No matter how much knowledge and skills a person possesses, they will always need more knowledge, continuous training, development, and to learn from others." The Acting Prime Minister addressed the program's objectives and main theme, adding, "We are in dire need of principles, values, and standards in administrative work, continuous development of our work mechanisms, and learning from the successes of our predecessors while avoiding their mistakes, all for the sake of serving and improving our work."

He stated that the government of change and development places great importance on training and qualification, given its positive role in developing and enhancing the job performance of various public service units. Mohammed Miftah urged the participants to attend the program regularly and make the most of the training material, expressing his hope that the participants in the first phase of the program would serve as a motivating force for others included in the training process, with its ethical and practical dimensions.

For his part, the Minister of Civil Service and Administrative Development, Dr. Khalid Al-Hawali, indicated that this year will witness intensive training activities and qualitative development of the capabilities and skills of the state's administrative leaders, in accordance with the ministry's plan, which aims to train 400 trainees, including undersecretaries, assistant undersecretaries, and directors-general, in addition to other training programs for various cadres of state institutions.

He emphasized the importance of training programs for administrative leaders in government units, programs professionally and realistically designed to develop their leadership skills and keep pace with rapid advancements in management science, planning, public policy formulation, and decision-making. These programs also take into account the unique characteristics and identity of Yemeni society and reinforce its values and principles.

Dr. Al-Hawali pointed out that the government's general direction aims to link training pathways to career development, connecting each training level to a specific career path based on need. He indicated that the coming days will witness the launch of the National Training Platform, which will contribute to enhancing practical skills, raising the efficiency and effectiveness of performance, and bringing about a qualitative shift in the administrative and service work system.

At the opening of the program, which was attended by the Deputy Ministers of Civil Service for Public Service Affairs, Ali Al-Kabsi, and for Control and Evaluation, Al-Azzi Al-Hattami, the Dean of the National Institute of Administrative Sciences, Dr. Mohammed Al-Qatabari, explained that the training program comes within the framework of the Ministry of Civil Service and Administrative Development's commitment, under the direct supervision of the government of change and reconstruction.

He pointed out that the program is the first of its kind for administrative leaders, part of a series of training programs implemented by the Ministry and the Institute targeting administrative personnel in state institutions. Dr. Al-Qatabri emphasized the commitment to ensuring that training programs meet the training needs of service units, contributing to positive results and impacts on administrative work across all state institutions. He wished the program participants optimal benefit from its themes and content.

The nine-day program includes 35 administrative leaders representing 17 ministries. They will receive theoretical and practical lectures on public responsibility, its success factors, the foundations of employee relations, oversight, effective management, integrity, and combating corruption. The opening ceremony was attended by the Deputy Dean of the National Institute of Administrative Sciences, Naed Al-Mashriqi; the Director of Training and Qualification at the Mif Civil Service, Mohammed Al-Almani; and the Head of the Institute's Training Center, Abdul-Hakim Sufyan.
