Sana'a: The Supreme Authority for Oversight of Tenders and Auctions has urged tender committees in all government agencies and other entities covered by the Tenders Law to adhere to conducting geological feasibility studies for urban expansions and construction projects.
According to Yemen News Agency, the directive was issued through a circular addressed to ministers, governors, heads of authorities, institutions, departments, central agencies, companies, and universities. It clarified that under Article (99, Paragraphs D-E) of the Executive Regulations of the Tenders and Auctions Law No. (23) of 2007, committees tasked with preparing and reviewing technical specifications for construction works are required to conduct precise soil tests. These tests are essential for the foundational structural designs, drawing preparations, specifications, and quantity calculations, aligning with the provided drawings and plans.
The circular further instructed committees to consider the climatic and geological conditions of the site and how these factors might impact the preparation of plans, drawings, material usage, and quantity calculations. The emphasis on geological feasibility is supported by a memorandum from the Geological Survey and Mineral Resources Authority and is in line with Cabinet Resolution No. (249) of 2012, which addresses the geological suitability of urban expansions and construction projects. The Supreme Authority for Oversight of Tenders reaffirms its commitment to ensuring compliance among tender and bidding committees in government agencies and other entities governed by the law.
