Hajjah: A training course in the field of automation of financial systems "AFMIS - Projects - Purchases and Stores" was launched today in Hajjah Governorate. The five-day course, organized for the local authority in the governorate, targets 20 participants from system users in the Governorate's Office, Finance, Planning and Development, Taxes, Public Works, Health, Water, the Health Institute, Central Laboratories, and the Tuberculosis Center.
According to Yemen News Agency, the course aims to introduce financial systems (automation), their concept, and their associated elements: individuals, procedures, laws, functions, processes, hardware, and software that work together to manage the work of the financial department with all its components, including budget, accounts, resources, auditing, control, final account, purchases, and stores. It also aims to improve performance, support participants in carrying out their activities, and reduce the gap for financial department workers when transitioning from manual to automated work, thereby achieving efficiency in the operation process and understanding of all the processes and functions assigned to the system and its management.
The Director of the Finance Office in the governorate, Yahya Al-Wazzan, explained that the course aims to provide participants from the mentioned entities with skills in dealing with financial systems through which the documentary cycle for government accounts, purchases, and stores is applied automatically. He pointed out the importance of the course in achieving benefit from the legal instructions and regulations accompanying the system operations, facilitating the user's understanding of all processes of the budget, accounts, purchases, and stores system, and applying them easily and smoothly with all different operations according to their authorization, harmonizing their workflow with other users.
He indicated that the systems were designed in accordance with the Financial Law, the Tenders and Auctions Law, and all the provisions, rules, and regulations issued by the Ministry of Finance, as well as the bookkeeping process and documentary cycles. In turn, the trainer for the Purchases and Projects system in the Executive Unit for Information and Systems at the Ministry of Finance, Kamal Haddad, highlighted the importance of the course in aligning with current times by understanding and applying automated systems to improve work with speed and accuracy, enhance financial control, and achieve economic quality.
He elaborated on the importance of these systems in achieving all the functions of the manual government accounting, budget, purchases, and stores system in an automated, simple, and accurate manner, covering the standards of the documentary cycle, conducting inventory and stocktaking processes, issuing records, forms, and official ledgers automatically, extracting control and statistical reports, saving all operations entered into the system, electronic documentation of all documents, reports, images, and enabling control, follow-up, and evaluation by decision-makers for all entities.
