Sana'a: In a development landscape where construction efforts intersect with the challenges of reality, Ibb Governorate continues to solidify its presence as one of the most vital arenas for local development initiatives. Projects are being launched in succession, and progress is accelerating across various service and development sectors. According to Yemen News Agency, as the scope of achievements expands year after year, the features of a new phase are taking shape, characterized by cumulative planning, community partnerships, and diversified funding sources. This reflects a gradual shift towards more balanced and sustainable development. An expanded meeting, chaired by Governor Abdulwahid Salah, approved the final report on projects implemented during the years 1444-1447 AH (2023-2026 CE). This step reflects a comprehensive review of the results of four years of development and service work across various sectors. This approval comes within the framework of evaluating local development performance and measuring the level of improvement in infrastructure and basic services, given the diversity of funding sources, including the local authority, the government, funding agencies, and community initiatives. According to the report, hundreds of projects were implemented across various sectors, including water, roads, health, education, communications, agriculture, and youth, in addition to academic projects at the Universities of Ibb and Jibla. Indicators showed a gradual increase in the size and number of projects over the past four years, with the year 1447 AH (2026/2027) recording the highest implementation rate at 102 projects, reflecting a significant expansion in development interventions. Community initiatives also emerged as a key driver of development, reaching 720 initiatives in the last year, indicating growing community awareness and the strengthening of partnership models in project implementation, particularly in underserved areas. Analysis of the indicators shows that the infrastructure sector, primarily water, roads, education, and health, was a top priority during the reporting period. Projects undertaken by the Water and Resources Corporation contributed to improving service coverage, alongside tangible interventions in the education, health, and communications sectors. In this context, Governor Salah affirmed that the achievements of the past four years represent a qualitative leap in the development process within the governorate. Despite economic challenges and exceptional circumstances, he noted that the local authority has focused on directing resources towards priority projects that directly impact citizens' lives, particularly in the areas of water, roads, health, and education. He stated that the next phase will witness a greater strengthening of strategic projects and an expansion of partnerships with the community to ensure sustainable development and improved service efficiency. For his part, the Secretary-General of the Governorate's Local Council, Amin Al-Warafi, explained that th e final report reflects the culmination of four years of organized institutional efforts. He emphasized that the next phase requires increased implementation efficiency, improved project quality, and alignment with the actual needs of the districts, thereby enhancing discipline and transparency in development management. Meanwhile, the Governorate's Planning Officer, Kamal Al-Harthi, stated that indicators over the past years reflect a gradual improvement in overall performance, especially in infrastructure projects. He stressed that the future direction focuses on projects with a sustainable impact that can support the local economy and reduce the development gap. For his part, the head of the governorate's technical committee, Engineer Essam Al-Makhadri, explained that the integration between executive and funding bodies contributed to increased efficiency in project implementation. He noted that work is underway to develop monitoring and evaluation mechanisms to ensure quality execution and the sustainab ility of results. In the water sector, the director of the Water Corporation, Majid Al-Shami, affirmed that the projects implemented during the past period have contributed to a tangible improvement in service levels, despite the challenges associated with outdated infrastructure and limited resources. He pointed out that the next phase will focus on expansion, rehabilitation, maintenance, and securing new water sources. Meanwhile, the director of water resources, Mohammed Al-Warafi, indicated that including water resources projects among planning priorities has contributed to improving the management of available resources and enhancing the sustainability of water supplies in several areas. In the academic field, the president of Ibb University, Dr. Nasr Al-Hujaili, emphasized that projects related to higher education have contributed to improving the educational and research environment, thereby strengthening the university's role in serving the community and supporting local development initiatives. Th e report concludes that the governorate has witnessed remarkable developmental dynamism over the past four years, characterized by an expansion in the scope of projects and an increasing role for community initiatives. However, the sustainability of this growth remains contingent upon strengthening governance, enhancing planning efficiency, and directing investments towards long-term strategic projects with a deeper economic and social impact. The results of the past four years reveal a transitional phase in the trajectory of local development in Ibb Governorate, shifting from a focus on quantitative expansion of projects to one aimed at building a more profound and sustainable developmental impact. While the partnership between the state and society is strengthening, the greatest challenge remains transforming this momentum into productive projects capable of creating job opportunities and improving living standards, thereby establishing a more mature and balanced development model for the future.
