Issuance of October 2025 Salary Reinforcements Begins Under Exceptional Mechanism Law

Sana'a: The Ministries of Finance and Civil Service and Administrative Development have commenced the issuance of financial reinforcements for October 2025 salaries to public service units listed under the monthly disbursement list. This action aligns with the State Employee Salary Provision Program, which originates from the Exceptional Mechanism Law for Providing State Employee Salaries and Repaying Small Depositors.

According to Yemen News Agency, the two ministries clarified in a joint statement that the reinforcements were processed through the Ministry of Finance to the Central Bank of Yemen, subsequently reaching the General Postal Authority and the Cooperative Agricultural Credit Bank (CAC Bank), as per the lists issued by the Ministry of Civil Service.

The statement highlighted ongoing oversight by revolutionary and political leadership within the framework of the Government of Change and Construction's directives, based on available resources. It reiterated the government's commitment to maintaining monthly disbursements in accordance with prior announcements and the Exceptional Mechanism Law.

The statement further noted that the exceptional mechanism for providing employee salaries and repaying small depositors serves as a temporary measure. It stressed that this does not absolve countries involved in the aggression against Yemen from their responsibility to pay salaries and compensation to all public service employees affected by the aggressor countries, which control oil and gas revenues that previously funded the salary bill.
