Sanaa: Acting Prime Minister and Chairman of the Supreme Committee for Implementing the Merger and Modernization of the Organizational Structures of Public Service Units, Sheikh Mohammed Miftah, reviewed efforts to complete the ongoing merger process at the Ministry of Electricity, Energy and Water as part of his field inspection visits to entities covered by the merger.
According to Yemen News Agency, Miftah was accompanied by Minister of Civil Service and Administrative Development and Deputy Chairman of the Supreme Merger Committee Dr. Khaled Al-Hawali, and Acting Director of the Prime Minister's Office and committee member Fahd Al-Ezzi. During the visit, they received a briefing from Deputy Minister of Electricity, Energy and Water Adel Bader on the progress and steps of the merger in accordance with the approved timetable.
Miftah congratulated the ministry on completing the organizational regulations and taking the initial steps toward the merger, describing it as an important step for two sectors whose services directly affect every household. He emphasized the importance of implementing the regulations while allowing for developmental feedback based on practical application and called for accelerating the merger process at the ministry, which has a large workforce, so that it can serve as a model for other ministries.
Miftah expressed hope that the merger of the electricity and water sectors would facilitate work, improve performance, simplify procedures, and enhance service delivery. He also stressed the need to make effective use of the ministry's substantial assets to improve services provided to the public and emphasized that water should be prioritized due to the country's severe water scarcity.
Al-Ezzi outlined the mechanisms for distributing administrative staff and maximizing the use of all personnel in line with the ongoing structural changes. He highlighted the need for tangible improvements in service delivery and the facilitation of transactions, noting the importance of technology in networking and simplifying procedures.
Dr. Al-Hawali stated that the completion of procedures resulting from the merger and modernization of the ministry's organizational structure comes after the issuance and final approval of the regulations by the President of the Supreme Political Council. He detailed the three stages of the merger process, which include surveying assets and resources, preparing and adopting organizational regulations, and implementing procedures under the new structure.
Al-Hawali noted that the Ministry of Civil Service has begun merger procedures in six entities, resulting in positive outcomes. He explained the legal basis for the merger and the ministry's responsibility for implementing the procedures, while the committees' role is limited to technical and advisory matters.
Deputy Minister Adel Bader acknowledged the progress made in completing the merger according to the technical committee's timetable. He pointed to challenges faced by the sectors, citing external targeting of infrastructure, but affirmed the resilience of the electricity and water sectors and pledged to improve operations through strategic plans.
Meanwhile, Tareq Al-Buraq, Chairman of the Supreme Committee's Technical Committee for Implementing the Merger, reviewed the main components of the merger implementation plan. He announced the formation of a facilitation and coordination committee to oversee various aspects of the merger.
The meeting, attended by key figures from the electricity and water sectors, featured extensive discussions. Participants affirmed their commitment to completing the merger, incorporating the regulations' provisions, and referring observations to the committee.
