Al-hodeidah: The Ministry of Local and Rural Administration and Development, in collaboration with the Planning Sector at the Office of the Prime Minister, has launched the preparation of the Integrated Participatory Development Plan for localities for the year 1448 AH. This initiative was inaugurated on Friday in Al-Hodeidah Governorate.
According to Yemen News Agency, the project is being executed with the cooperation and coordination of Baninan Academy and is funded by the local authority of Al-Hodeidah Governorate. This launch follows the conclusion of a two-week training course aimed at equipping planning directors and representatives of the cooperative sector in both the capital and other governorates. The training focused on imparting knowledge and skills in development planning utilizing modern scientific methodologies designed to identify development priorities and enhance the efficiency of local planning.
During the closing session, Al-Hodeidah Governor Abdullah Atifi highlighted the significance of the participatory development plan in fortifying the capacities of local cadres and empowering local authorities with scientific planning tools. He emphasized that this initiative would positively impact the improvement of services provided to citizens and meet sustainable development goals. Governor Atifi remarked that the plan underscores the commitment of the Revolutionary Leadership, the Supreme Political Council, and the Government of Construction and Change to enhance the role of local authorities and activate participatory planning. This activation is expected to contribute to efficient resource allocation and achieve balanced development tailored to community needs.
Governor Atifi also noted the adoption of the rapid participatory research methodology in preparing development plans, which he considered crucial for involving local communities in planning and decision-making. This approach ensures that plans are both realistic and implementable, setting priorities based on actual needs while linking them to available resources.
Ahmed Heij, Undersecretary of the Ministry of Local and Rural Administration and Development for the Local Development Sector, described the launch of the Integrated Participatory Development Plan as a significant milestone. Heij highlighted that the plan is essential for developing the performance of local authorities and establishing a participatory planning process that accurately diagnoses community needs. He further explained that the training course preceding the launch elevated the capacities of planning directors and cooperative sector representatives, enabling them to utilize modern planning tools effectively.
Undersecretary Heij assured that the ministry will monitor the stages of plan preparation to ensure cohesion between local and sectoral plans, thereby improving service levels and promoting sustainable development across governorates.
Additionally, Mohammed Halesi, Deputy Governor of Al-Hodeidah for Services Affairs, lauded the training course outcomes, which included practical applications and tools for accurately diagnosing needs and setting priorities. Halesi confirmed that these outcomes would enhance service performance and coordination among relevant authorities, ultimately benefiting the provision of basic services to citizens.
