Dhalea:Sanaa The Nidaa al-Karama Center for Rights and Development has condemned the forced displacement of dozens of citizens in Dhalea, reportedly carried out by mercenaries of the Saudi-led aggression. The displaced individuals were expelled from various districts within the Dhalea Governorate, with their businesses and livelihoods targeted due to regionalist and racist motives.
According to Yemen News Agency, the Center's statement described this act as a severe violation of fundamental human rights, undermining equal citizenship and threatening social peace and the national fabric. This incident is part of a longstanding pattern of conduct by Saudi and Emirati occupation forces and their affiliated militias in the southern governorates over the past decade.
The Center has documented over 10,930 displacements and 3,593 attacks on private property, attributing these acts to racism and regionalism. These actions have severely impacted the livelihoods and stability of affected families. The Center emphasized that such acts of forcing civilians to leave their homes or workplaces, based on geographical origin, are grave violations of international law, classified as war crimes and crimes against humanity under Articles 7 and 8 of the Rome Statute of the International Criminal Court, and also contravene Article 49 of the Fourth Geneva Convention and Article 12 of the International Covenant on Civil and Political Rights.
The statement called for an immediate halt to forced displacement and regional discrimination, protection of citizens and their property, and the safe, voluntary return of those affected, along with compensation for damages suffered. It held the Saudi occupation forces responsible for these violations, noting they are considered an "occupying power" under Article 42 of the Hague Regulations and Article 2 of the Geneva Conventions, and bear legal responsibility for the actions of armed militias they have established, funded, and directed, in accordance with Article 28 of the Rome Statute.
The Center urged the United Nations and human rights organizations to document these violations and work towards the protection of the victims.
