Sana'a: The Disability Care and Rehabilitation Fund and the National Human Rights Authority signed a Memorandum of Understanding (MoU) on Monday, aimed at unifying human rights and development efforts, strengthening coordination frameworks, and integrating roles in implementing and monitoring the National Strategy for Persons with Disabilities.
According to Yemen News Agency, the MoU seeks to develop joint cooperation mechanisms, contributing to the protection of the rights of persons with disabilities. It aims to enable their access to services, care, and rehabilitation, ensuring their inclusion in institutional plans and programs. Additionally, the MoU focuses on enhancing monitoring and documentation efforts and preparing reports on the rights of this group.
The Chairman of the National Human Rights Authority, Ali Taisir, emphasized the MoU's importance in providing integrated rights-based care for persons with disabilities. He highlighted that protecting and empowering this group is not only a developmental duty but also a national and humanitarian commitment, grounded in constitutional principles, applicable laws, and the values of the Islamic faith, which safeguard human dignity and rights.
Taisir explained that the partnership with the Disability Care and Rehabilitation Fund will enable the Authority to directly integrate disability issues into its annual plans. It will also activate monitoring and documentation mechanisms, ensuring that persons with disabilities receive their rights without exclusion or discrimination, while jointly working to create an institutional environment that facilitates their access to services and active participation in society.
For his part, the Executive Director of the Fund, Dr. Ali Mughli, described the signing of the MoU as a pivotal step in advancing the national strategy for persons with disabilities. He praised the National Human Rights Authority as a key partner in strengthening rights protection for this group. Mughli stated that the Fund will provide technical support and expertise in care and rehabilitation, while the Authority will contribute its human rights expertise to enhance the capacity of monitoring teams and prepare joint reports that defend the rights and issues of persons with disabilities.
Deputy Executive Director of the Fund, Othman Al-Salawi, noted that this cooperation reflects the Fund's direction toward expanding institutional partnerships, contributing to sustainable and inclusive development, and strengthening the presence of disability issues in national policies and programs.
Meanwhile, Director General of Organizations and Civil Society Affairs at the Human Rights Authority, Rami Al-Yousifi, stated that the MoU carries important strategic and developmental dimensions. It helps organize and frame the work of civil society organizations, as well as local and international organizations operating in the field of disability. He added that unifying visions between the Fund and the Authority will enhance the efficiency of projects and programs targeting persons with disabilities, ensuring efforts are directed toward real and tangible priorities.
