Sana'a: The Ministry of Finance concluded Saturday a six-day training course in the capital Sana'a on strategic planning as a foundation for implementing the program and performance budgeting methodology for the 2027 fiscal year in independent entities, affiliated units, and special funds.
According to Yemen News Agency, the course brought together 150 participants representing 25 independent entities and special funds, providing theoretical and practical training on the principles of strategic planning, its stages and components, and the integration of strategic planning with program and performance budgeting.
At the closing ceremony, Deputy Minister of Finance Nasser Al-Hamdani described the training as an important step toward developing strategic plans for independent entities and special funds, noting that such plans provide the basis for transitioning from line-item budgeting to program and performance budgeting. He said performance-based budgeting begins with clearly defined strategic objectives, which are translated into projects, initiatives, activities, and implementation procedures designed to achieve measurable results.
For his part, Undersecretary for Financial Policies and Budgets Yahya Al-Qamari said the course forms part of the ministry's executive program to prepare state institutions for a new phase of public financial management based on sound planning, results-oriented management, and more efficient use of public resources. He explained that the initiative is part of a broader financial and administrative reform project aimed at shifting the focus of public budgeting from expenditures to results, linking public resources to strategic objectives and performance indicators.
Al-Qamari added that the ministry intends to make the 2027 fiscal year the starting point for applying the program and performance budgeting methodology in independent entities, affiliated units, and special funds, stressing that the reform represents a broader transformation in financial and administrative management rather than simply a change in budget preparation procedures.
