Local Administration Ministry Meeting Focuses on Enhancing Oversight and Supervisory Roles

Sana'a: A meeting of the oversight and local units sector at the Ministry of Local Administration and Rural Development, chaired by Deputy Minister Jamal Al-Alawi, discussed ways to enhance its supervisory and oversight tasks regarding the performance of local authority bodies in the capital secretariat, provinces, and districts.

According to Yemen News Agency, the meeting was attended by Assistant Deputy Minister Ghaleb Suleiman, directors, and sector staff. Al-Alawi emphasized the importance of including precise and realistic objectives in plans and projects to measure implementation levels and assess their success.

He highlighted the need to prepare a project to identify administrative overlaps in administrative units and develop necessary studies and proposals to resolve them. He noted that such issues negatively impact various revenue, developmental, and service aspects of administrative units.

Al-Alawi stressed the importance of developing the ministry's oversight, supervisory, and evaluative functions over local authority bodies, adopting effective mechanisms to assess governors' performance, and establishing practical criteria to evaluate local authority outputs in line with the Local Authority Law and its regulations.

The deputy minister urged continuous follow-up on social infrastructure projects implemented by administrative units to monitor progress and ensure they receive due attention.

The meeting emphasized the need to establish a database for neighborhood, district, and village leaders and draft a project outlining their selection mechanism, work organization, and evaluation criteria.

Discussions also covered mechanisms to enhance community participation in achieving local and rural development, monitoring negative phenomena and irregularities, and addressing them in coordination with relevant authorities. Additionally, the meeting explored establishing a coordination mechanism between the ministry, central, and local bodies to ensure integration in executing shared tasks.
