Sanaa: The Supreme Judicial Council, in its meeting on Sunday chaired by the Council's President, Judge Dr. Abdulmomen Shujaaddin, approved the performance reports of the Supreme Court, the Ministry of Justice and Human Rights, the Higher Judicial Institute, and the Public Prosecution for the first half of the year 1446 AH.
According to Yemen News Agency, the reports of the judicial bodies highlighted achievements at the judicial, administrative, and financial levels, as well as some challenges faced during this period. The Council expressed its gratitude to the judicial authorities for their efforts, while considering the observations submitted by the General Secretariat of the Council.
During the meeting, the Council approved the establishment of a Tax Chamber within the Supreme Court, specializing in reviewing appeals against rulings in tax-related cases. The new chamber will also handle zakat and insurance cases referred to the Supreme Court, enhancing the efficiency and speed of resolving such disputes, based on a proposal by the Supreme Court's president.
The Council reviewed procedural manuals aimed at facilitating and simplifying litigation procedures, expediting case processing, and enforcing judgments. It directed the referral of the Procedural Manual for Court Clerks, the Judicial Notices Procedural Manual, and the Manual for Filing Lawsuits to the Minister of Justice and Human Rights for revision in light of the Council's observations. Additionally, the Council referred the Manual for Judgment Enforcement to its General Secretariat for redrafting based on its feedback.
The Judicial Council continued discussions on proposed amendments to certain provisions of the Penal Code and the Civil Procedures and Enforcement Law, contributing to fair trial principles and prompt justice. It instructed the incorporation of observations and suggestions from Council members before final approval in an upcoming session. The Council also discussed the draft Regulatory Bylaw for Judicial Custody and postponed its decision to allow for further observations before approval in a future meeting.
The Council approved the initiation of disciplinary lawsuits against six members of the judiciary and referred them to the Audit and Oversight Authority in accordance with the law. It reviewed several requests and grievances submitted by judges and directed the necessary actions to be taken. The Council examined a request referred by the Presidential Office regarding a petition for reconsideration of a judicial ruling against a complainant and made an appropriate decision. The Council discussed several agenda items, made appropriate decisions, and approved the minutes of its previous meeting after some amendments.
